Project on the investigation on enhancing resource utilization efficiency through Product Service System

The innovative concept of Product Service System (PSS) has received universal attention in recent years for its potential in actualizing a win-win situation on both the economic and environmental aspect of the business strategy. Various developed nations has been driven by this brilliant concept in devoting immense amount of resources into establishing pilot projects as to promote the development of green economy. The purpose of this research is to investigate the idea of Product Service System and to understand the environmental benefits associated. For the above mentioned purpose, the report began with desk research on the numerous PSS related reports around the world, which include the analysis on the approach taken by the various countries in promoting the PSS concept (chapter 2), in-depth analysis on case studies with successful implementations of PSS (chapter 3), investigation on the feasibility of environmental benefit evaluation by existing methodologies was performed and Life Cycle Assessment (LCA) was selected to be the most suitable tool (chapter 4), scenario analysis on the potential/possible applications of PSS aiming to obtain quantitative result through LCA(chapter 5), and feasibility studies on the application of PSS in Taiwan (Chapter 6). Besides the above mentioned studies, an expert meeting was held to stimulate the exchange of PSS related knowledge and experiences, and also in reaching mutual consensus between the regulators, stakeholders and academic researchers. Through the case studies, the research discovered that although the PSS concept has played the role of major driving force behind many of the successfully developed green economies, the promotion has to be built on the foundation of economic development. Not all concepts can achieve both successful economy and environmental benefit. Therefore, the strategy taken in promotion of PSS should focus on the possible environmental benefit with the appropriate incentive policy. In addition, the analysis concluded that business models such as Car Sharing/Pooling, Chemical Leasing, Chemical Management Service, and Washing Machine Sharing are potential PSS concepts Taiwan. The promotion of the above mentioned business models should begin with the evaluation of environmental benefit and the relevant supplementary measures.
